The PHILIPPE Children - 7 and 9 yo - East Naples FL
A 33-year-old East Naples man faces charges of child neglect with
great bodily harm after Collier County sheriff’s deputies found two of
his children left home alone in squalor.
Michael Philippe of the 1400 block of Green Valley Circle was
arrested Saturday following a call to the Sheriff’s Office that two
small children were left unattended at his address.
The children, 9 and 7, were found home alone with two candles lit in one of the bedrooms.
The residence was in “general disarray."
The floor was dirty and sticky with spilled fluids and food particles on it, deputies reported
The bathroom was somewhat empty, but smelled extremely strongly of urine, deputies said.
Dirty clothing was spilling out of a closet into the hallway.
The water heater was leaking into the hallway; the back sliding door
was broken and could not be secured; there was no phone and there was a
very strong moldy smell, deputies said.
The children said their mother lives somewhere in Georgia and their father was at work, according to reports.
They said their bed time was 10 p.m. and that they don’t know when
their dad comes home, but he is there in the morning when they wake up.
No one watches them during the week, according to reports.
The children said they prepare their meals in the microwave and are not allowed to use the stove, according to reports.
When asked what to do in an emergency, they said they are “supposed to lock the door and hide under the bed.”
Clean clothing could not be found, deputies reported. The children
said their clean clothes are locked in a storage room just outside the
front door and their father has the key.
A van parked outside belonged to their father, deputies reported.
Neighbors said they have seen the children playing in the complex,
including at the pool, but have never seen them with an adult.
The Department of Children and Family Services (DCF) came to the
scene and located the children’s aunt and mother both living in Naples.
The mother was very excited about seeing her children again, according
to reports. The children were completely confused and stated that their
father had told them that their mother had moved to Georgia, deputies
reported. They were excited to see their mother too, deputies said.
The mother told deputies she had not seen the children for more than
two months and said Philippe refused to let her see them or tell her
where they were living.
The children were taken to their mother Friday night. Philippe was arrested at about 1 a.m. Saturday.
