State authorities say a Kelso mother and her five children, all
of whom are under the supervision of Child Protective Services,
have disappeared and may be headed for Mexico.
CPS reported the children missing Thursday afternoon, saying
officials believed their mother has taken them out of state in
violation of a court-issued dependency plan.
CPS spokeswoman Sherry Hill said she could not disclose why the
state initially had taken custody of the children. But she said
it's customary for officials to return children to the care of
their parents, even when they are still wards of the state, so long
as they are meeting terms set by the court and participating in
programs such as counseling and parenting classes.
The children, three boys and two girls, were last heard from by
their pastor Feb. 18, and the school-age children have not been in
school since then, a Kelso police report said. One of the children
is a newborn. The others are ages 1, 2, 5 and 13.
A CPS official told Kelso police the children's mother, Silvia
Preciado-Chaves, 33, may have taken them to Mexico, where they have family, the report said.
The father of at least two of the children, Nicholas
Santos-Reyes, is believed to reside in Woodburn, Ore. The CPS
official told Kelso police that records showed Preciado-Chaves'
food stamps debit card was used Feb. 18 at two Woodburn Walmart stores.
The mother and her children have been entered as missing persons
into state and national databases.
