Deputies Find Child in Beer Soaked Clothes, Mother Charged

SCOTT DEPOT, W.Va. (WSAZ) -- A
mother passed out and a child sitting in a cold car in beer soaked
clothes, that is what deputies say they found when they came along a
parked car in Putnam County.

Deputies say Ellen Mitchell was high on a synthetic
mood enhancer called "Red Dawn" when she parked her car along a road in
Scott Depot on March 16th.
When deputies found her she was curled up in the front seat and slurring her words, according to the criminal complaint.
Investigators put her in the cruiser where she passed out.
According to the complaint, deputies found her four year-old son in the back seat.
Mitchell has been charged with child neglect.
Investigators say the child was dirty and his clothes were soaked in beer. Deputies believe it had been spilled on the boy.
It was 43 degrees outside and the child did not have a
coat on, his seat belt was half on and his shoes were on backwards,
according to the complaint.
