FBI: Sacramento toddler abducted by dad may be in danger

Authorities in Sacramento County today are looking for a missing 2-year-old girl who is believed to have been abducted by her father and is in danger, according to an FBI news release.
Madeline Samaan-Fay was abducted on Sunday in Sacramento by her father, 49-year-old Mourad “Moni” Samaan, FBI agents said.
Authorities described the girl as 2 feet, 8 inches tall, weighing about 28 pounds with brown hair and brown eyes. Her father is described as a U.S. citizen born in Egypt who speaks Spanish, 5-foot-6, 160 pounds with black hair and brown eyes.

Samaan is known to drive a green Toyota 4Runner with California license plate: 3XRM111. The FBI released photos of a similar vehicle, along with photos of the girl and her father.
FBI agents said the circumstances of the abduction are concerning and they believe the girl’s life may be in jeopardy.
“In spite of extraordinary efforts by our field agents and local law enforcement, we have been unable to develop any leads on the whereabouts of the child or her father, said Special Agent in Charge Herbert Brown in the news release.
The FBI is working on this investigation with the Sacramento Police Department, the Sacramento County Sheriff’s Department, the California Highway Patrol and the state Department of Justice.
Authorities ask anyone who spots Samaan or his vehicle to call the FBI at (916) 481-9110.

Madeline was allegedly abducted by her non-custodial father, Mourad

The bodies of a man and a girl were found inside a vehicle belonging to a suspect in an Amber Alert case, authorities said. Authorities
believe 2-year-old Madeline Samaan-Fay was abducted by her father,
Mourad "Moni" Samaan. An Amber Alert was issued Friday for Madeline, who
was last seen a week ago in Sacramento.
In a written statement,
the FBI in Sacramento, California, said the bodies were found in
Samaan's vehicle Saturday night but did not identify the bodies, saying
more information would be released later.
The green Toyota 4Runner was found in a remote area of El Dorado County, near Placerville, California, the FBI said.

An adult
male and female child were found dead Saturday in the SUV targeted in a
statewide Amber Alert following a father's abduction of his Sacramento
toddler, the FBI said.

Samaan, 49, and his 2-year-old daughter Madeline Samaan-Fay was found
Saturday at about 8 p.m. on a road near the town of Sommerset, about 50
miles east of the capital. The FBI canceled the Amber Alert, but stopped
short of confirming the two people dead inside the SUV were the father
and daughter.
The cause and time of death are unknown, the FBI
said, and federal and El Dorado Sheriff's Office investigators were
processing the scene into the night.
The FBI issued an Amber Alert
on Friday after Samaan abducted his daughter on Aug. 7 and was
reportedly headed to the Bay Area. The Egyptian-born U.S. citizen took
his daughter after losing joint custody of the toddler, the FBI said.
The
girl was last seen Aug. 7 with her father in a Sacramento grocery
store. The FBI released photographs of the father and daughter,
including a photo showing them in the grocery store.

A search for answers continues today into the deaths of a 2-year-old girl and her father, who were the subject of an Amber Alert issued Friday.
The child, Madeline Samaan-Fay,
and her father, Mourad "Moni" Samaan, 49, were found dead in the
father's green Toyota 4Runner SUV at 11 p.m. Saturday in a remote area
of El Dorado County near Grizzly Flat.
A cause of death has not been revealed. Both the El Dorado County Sheriff's Department and the FBI declined Sunday to offer any details about the circumstances of the deaths.


"We don't have any information today and don't anticipate anything coming," said FBI special agent John Cauthen.
The Sacramento County Coroner's Office is conducting autopsies of the father and daughter under an existing contract with El Dorado County.
The bodies were found on a 40-acre property on String Canyon Road jointly owned by Moni Samaan and his younger brother, Nabil Samaan.
Sheriff's
deputies found the bodies after being asked by the FBI to search the
property late Saturday. They arrived to find a gate to the property
chained and locked, and got assistance in searching the parcel from a
California Highway Patrol helicopter.
An Amber Alert for the
little girl was issued after officials suspected she had been abducted
by her father. Samaan received notification Aug. 6 that the girl's
mother, Marcia Ann Fay, 46, had been awarded full custody of their daughter, ending a joint-custody arrangement.
FBI
investigators said Samaan ceased contact with family members and went
"electronically dark" a day after receiving the custody notice.
He later failed to return his daughter to her mother, who reported her missing Tuesday.
Fay is a California deputy attorney general who lives in Sacramento.
Moni Samaan, a Fair Oaks resident, worked for Hewlett Packard as a development engineer. He was a U.S. citizen who was born in Egypt.

SACRAMENTO—
The brother of the man who likely murdered his
daughter before taking his own life tells FOX40 that his brother, Mourad
"Moni" Samaan, was the victim of a broken family court system.

Nabil Samaan, a lawyer and father, claims his brother's ex-wife waged a
brutal custody battle that pushed Mourad over the edge. According to
court records provided to us by Nabil, Mourad's ex-wife is Marcia Fay, a
California Deputy Attorney General.

"In every battle there's an end, and this is the end…You can justify or
try to argue that Moni wasn't a good father, and that's just denying the
facts. The facts that he was an exceptional father," Nabil Samaan said Sunday.

Nabil says that Mourad and his ex-wife couldn't even agree on a name for
their daughter. The Samaan's referred to the little girl as Layla, and
the Fay's referred to her as Madeline.

Last week, the FBI
issued an Amber Alert for Madeline Layla Samaan-Fay. Agents say her
father Mourad was supposed to return her to her mother but did not. On
Saturday, the FBI discovered the bodies of the little girl and her
father in an SUV parked in El Dorado County near some land the Samaan family owns.

"I think he did the right thing. I'm proud of my brother and now he's in
a better place. He's at peace. His daughter's at peace. She'll have one
name now, and we can move on. And hopefully the court will learn a
little thing about justice," Nabil said.

FOX40 asked if that's how he really felt, and he reiterated his point.

"I think justice was done as Moni saw it, and as I see it, frankly. I think under the circumstances, justice was done."

FOX40 attempted to contact Marcia Fay by going to three locations where we thought she might be, but we could not find her.

Mother of Amber Alert Child "Shell-Shocked" by Death; Refutes Custody Battle Claims

SACRAMENTO— The mother of little Madeline Layla, who was the focus of an Amber Alert last week, is reportedly “shell-shocked” from the tragic discovery of her daughter and ex-husband dead.

An Amber Alert was issued Friday after Mourad “Moni” Samaan did not return Madeline after a visit earlier in the week. Samaan and his daughter were found dead in his SUV on an El Dorado Hills property over the weekend.

A friend of Marcia Fay’s spoke to FOX40 and says she is waiting for family to arrive to comfort her. The friend also challenged Samaan’s family’s claim about an intense custody battle between the couple.

Samaan’s brother, Nabil Samaan, told FOX40 the deaths were the result of a brutal custody battle that pushed Mourad Samaan over the edge. You can watch his interview with Chris Biele here.

However, Fay’s friend says there was no court order taking away custody, and that Samaan had custody rights at the time of the kidnapping last week. He did say that there was an issue last month which led to a court hearing.

According to Fay’s friend, Samaan was hesitant to return Madeline after a visit in July, requiring Sheriff’s Deputies to get involved to retrieve the girl. From that incident, the court issued a contempt of court order against Samaan and there was a hearing pending.
