A 29-year-old Green Bay man is facing criminal charges in connection with the August death of a 13-month-old girl.
Daniel Vega appeared Friday in Brown County Circuit Court, where he was charged with first-degree reckless homicide for the death of Lilly Maria Tebeau. Vega also is accused of two counts of felony child abuse and an unrelated theft charge.
Court Commissioner Lawrence Gazeley set bond at $250,000 and scheduled an adjourned initial appearance Dec. 21.
According to a criminal complaint, the child was not breathing and had suffered severe head trauma and a skull fracture when she was taken on Aug. 19 to St. Vincent Hospital in Green Bay.
Doctors reported several bruises on her body and she was taken to intensive care and connected to life support. Doctors suspected the injuries occurred within 12 hours before she was taken to the hospital. The life support was disconnected on Aug. 20 and the girl died later that day.
A doctor was told the infant had fallen off a bed on Aug. 18, according to the complaint. However, doctors noted the child's injuries were suspicious and not consistent with a fall. An autopsy revealed the girl died because of head trauma.
Vega said the child woke him up early Aug. 19 and began to cry, the complaint said. He dated the girl's mother and they lived together at an apartment in the 800 block of Division Street. Vega said he put a blanket across the child's eyes because it helped her sleep and tucked her in bed. When he saw her the next morning she felt clammy and her mother began to scream, he allegedly told authorities. While taking the infant to the hospital, the mother performed CPR, he said.
However, witnesses claimed Vega previously abused the child.
One man told investigators he saw Vega choking the girl about a week and a half before she was taken to the hospital. Another witness said Vega had the child's mother and two other women work as prostitutes, according to the complaint. He reported Vega would slap the child and laugh about it when the child's mother was not around. He reported Vega once put his fingers into the side of the child's neck until she cried and coughed before falling.
One woman reported a bruise on the side of the girl's face the night before she was taken to the hospital.
A neighbor allegedly heard the infant cry nearly every day, sometimes for three hours at a time. The neighbor reported she would often hear a male voice imitating the child as if he "was mocking it."
Green Bay police Capt. Jim Runge said authorities issued a search warrant for Vega and Phoenix police located him on Sept. 16. Due to extradition proceedings, it took months before Vega could be transferred to Brown County, Runge said.

Why didn't any of those many witness call authorities and report the abuse. How sad. I hope he rots in jail. Baby killer.

I say prosecute the POS mother also.
I'm sooooo effin sick of POS mothers who not only allow this but make excuses and lie about what happened.
If a woman knows her baby is being abused, she should be held accountable for any injuries received. Especially when it results in death.
