The mother of a Sacramento baby who police said was beaten
to death by his father was arrested late Friday and faces murder
charges in her child's death, according to a Sacramento police
spokesman.

Theresa Harper, 24, was arrested Friday evening and will
also be charged with murder in connection with Thursday's death of her
son, 22-month-old Paul Harper Jr., Sacramento police Sgt. Norm Leong
said.

The baby's father Paul Harper, 28, was arrested early
Friday, just hours after the child was pronounced dead at the UC Davis
Medical Center Thursday evening.

Leong said UCD officials notified police after the child
was brought in by ambulance with signs of blunt force trauma to the
baby's head.

Investigators believe Paul Harper beat the child and that
Theresa Harper had knowledge of abuse against the baby and did not
prevent or report the injuries, Leong said.

An autopsy would be conducted to determine the cause of
the infant's death. Child Protective Services did not have a record of
the family or past abuse against the child, Leong said.
A young girl who also lived in the family's house on the 1200 block of South Avenue was removed and placed in the care of CPS.

SACRAMENTO - The mother of a slain 22-month old baby spoke out against the boyfriend arrested Friday morning on child abuse charges.

Hours later, she herself was arrested for the murder of the child.

Paul Harper, 28, was arrested Friday morning in connection with child abuse allegations after his 22-month-old son, Paul Harper, Jr., died while en route to the UCD Medical Center Thursday afternoon. Homicide investigators determined Harper was responsible for abusing the toddler and may have contributed to the baby's death.

The boy's mother, Theresa Harper, told FOX40's Lonnie Wong in an exclusive interview that Harper had a history of abusing her son, including punching his ribs daily and choking him the day he died.

"[Harper] said he did it because he didn't have a father," Theresa Harper said through tears.

Now, the Harper Family is planning funeral and cremation arrangements for a baby that was just two months shy of his second birthday. The family is asking for the community's help in raising funds for the funeral and cremation.

"I didn't plan for this," Theresa Harper said.

When asked what could have been done to prevent the infant's injuries, Theresa Harper told our reporter that the police had allegedly granted temporary custody to the boy's father during past domestic disturbances.

"He had her [Theresa Harper] under lock-and-key," the infant's uncle told FOX40, explaining that it was difficult for the mother to seek out help when it came to the abuse of her child.

When asked if she regretted the situation, Theresa Harper said, "I don't regret my son being born, I regret the father that he has."

Police later arrested Harper. Detectives allege she knew the child was being abused, but did nothing to prevent or stop the abuse.
