EMILY MAYS - 16 Months (2005) - Tucson AZ

The Arizona Court of Appeals has reinstated the child abuse
conviction of two foster parents, accused of killing a 16-month-old
Tucson girl.
The defendants, Penny and Randall West, had their convictions
reversed by a judge in 2006, following a lengthy trial.
At the time of the reversal, the judge overseeing the case said there
was not enough substantial evidence to hold the West's accountable.
The victim, Emily Mays, died in 2005. Doctors say she suffered a
brain injury caused by blunt force trauma.
The West's have maintained that Mays accidentally fell against a
changing table.
